Board of Directors
Wheels is operated by the Livermore Amador Valley Transit Authority (LAVTA), a joint powers agency governed by a Board of Directors. Each of LAVTA’s city member jurisdictions appoints two elected officials from its governing body to serve on the Board of Directors and an alternate member. Alameda County appoints one elected official from its governing body to serve on the Board and an alternate member.
The LAVTA Board of Directors meets on the first Monday of each month at 4:00 PM. Board meetings are held at the LAVTA Administrative Facility located at 1362 Rutan Drive, Livermore, CA 94551. For information in an alternative format and for special accommodations at public meetings, click here.

Finance and Administration Committee
The Finance and Administration (F&A) Committee is responsible for reviewing all policies and activities associated with the service provided by the Authority to its customers, including budgetary issues, procurement, grant management and human resources.
This committee meets every fourth Tuesday of the month at 4:00 PM.

Projects & Services Committee Members
The Projects and Services (P&S) Committee is responsible for advising the Board on fixed-route and paratransit services and marketing programs that are developed by the Marketing and Planning Departments.
This committee meets every fourth Monday of the month at 4:00 PM.

Tri-Valley Accessible Advisory Committee
The Tri-Valley Accessible Advisory Committee (TAAC) consists of community members who are appointed to represent their respective city and Alameda County on accessibility issues facing senior and disabled residents on Wheels fixed route buses and Dial-A-Ride paratransit services. The TAAC also includes an individual who represents public social service agencies.
This committee meets on the first Wednesday of every other month at 3:30 PM.

Cooperating Area Transit Systems Committee
The Cooperating Area Transit Systems (CATS) Committee was formed for the purpose of improving coordination among the suburban East Bay operators.
An example of the success of this cooperation was the implementation of the East Bay Value Pass, a multi-agency monthly pass that allows riders to ride all four systems for the price of one pass. With this pass, passengers don’t have to worry about exact change, confusing transfer slips or even a limit on how many times a passenger can ride. In addition to Wheels, CATS includes the following transit systems:
- Central Contra Costa Transit Authority – County Connection
- Eastern Contra Costa Transit Authority – Tri Delta Transit
- Western Contra Costa Transit Authority – WestCAT
On request, the Livermore Amador Valley Transit Authority will provide written agenda materials in appropriate alternative formats, or disability-related modification or accommodation, including auxiliary aids or services, to enable individuals with disabilities to participate in public meetings. A written request, including name of the person, mailing address, phone number and brief description of the requested materials and preferred alternative format or auxiliary aid or service should be sent at least seven (7) days before the meeting.
