The Livermore Amador Valley Transit Authority (LAVTA) operates the Wheels fixed route bus system, providing safe, reliable, and affordable transportation throughout the Tri-Valley cities of Livermore, Dublin and Pleasanton. Since 1985, LAVTA has connected residents and visitors to work, school, medical services, and regional transit options including BART, ACE, and County Connection. Guided by a seven-member Board of Directors, LAVTA is committed to improving mobility and enhancing the quality of life for the communities it serves. LAVTA employs 16 administrative staff members and contracts out the operation of 60 heavy-duty diesel hybrid buses across a 40-square-mile service area. LAVTA carried approximately 1.4m riders in 2025.

2. Job Definition

The Associate Operations Analyst supports the planning, implementation, monitoring, and optimization of LAVTA’s Intelligent Transportation Systems (ITS), onboard technologies/systems, and internal IT platforms. The role provides analytical, technical, and project management support to ensure efficient fixed route operations, reliable real-time information, and resilient internal systems for administrative and contractor staff. Work requires technical expertise, independence, and a problem-solving mindset in resolving software, hardware, and operational technology issues.

3. Distinguishing Characteristics

The Senior Operations Analyst performs complex technical ITS functions, manages agencywide technology initiatives, maintains current IT/ITS systems, leads new system implementations, conducts high level data analysis, and oversees vendor performance. Compared to the Operations Analyst, the Senior level functions with greater independence, broader project responsibility, and deeper subject matter expertise in transit technology systems.

4. Essential Functions

  • Supports the configuration, maintenance, accuracy, and performance of LAVTA’s Intelligent Transportation Systems (ITS) and real-time data services.
  • Supports reliable functionality of onboard and on-street technology, including CAD/AVL, headsigns, annunciators, and passenger information systems.
  • Supports technology procurements, upgrades, implementation, testing, and vendor management for all IT and ITS systems.
  • Conducts analytical evaluations of service performance, reliability, safety, and technology-driven metrics, producing recommendations for improvements.
  • Supports and manages the agency’s real-time GTFS feed, ensuring accuracy, updates, implementation of best practices, and coordinated integration with vendors and public-facing applications.
  • Supports implementation of cybersecurity protocols, backup systems, disaster recovery plans, and network performance benchmarks.
  • Support fixed-route operations with analytical reporting, KPIs, system performance analysis, and operational improvements.

5. Examples of Duties

  • Install, configure, and maintain hardware and software for transit ITS applications, including Vontas OnRoute, Trapeze FX, TransTrack, Camera Systems, APCs, and Swiftly.
  • Troubleshoot computer systems, servers, communication systems, on-street and onboard equipment.
  • Conduct daily performance checks, field surveys, stop updates, system diagnostics, and analysis of ITS-related reports and trends.
  • Assist with testing plans, implementation schedules, upgrades, and patches for agencywide systems.
  • Assist preparing technical scopes of work, RFP development, and contract execution and vendor compliance.
  • Provide IT support for Board and Committee meetings and present IT related agenda items as assigned.
  • Support fixed-route operations with KPI development, performance analytics, reporting, and recommendations for service or technology enhancement.
  • Perform special projects involving software, technology, funding applications, and technical proposals.
  • Assist with procurements related to new vehicles, equipment, or technology upgrades.
  • Support operational improvements through analytical reporting, KPI development, performance dashboards, and data visualizations.
  • Participate in special projects related to transit technology, service reliability, and funding applications.

6. Minimum Qualifications

6.1 Preferred Education

Education: Bachelor’s degree in Information Technology, Computer Science, Urban, Regional or Transportation Planning, Civil Engineering or a related field.

Equivalency: Additional directly related professional experience may substitute for the preferred education on a year‑for‑year basis.

6.2 Required Experience

Years: 1 to 3 years

Type: Experience with ITS, IT systems, transit operations, transit system troubleshooting, data analytics, network fundamentals, or related transit technology.

Lead/Supervisory: Not required.

6.3 Licenses, Certifications, and Other Requirements

  • Valid California driver’s license (if required for fieldwork).
  • Ability to pass background checks.
  • Experience supporting transit operations or public-sector technology deployments.

6.4 Special Conditions

  • Occasional early morning, late-night work, and/or occasional weekend based on operational needs.
  • Hybrid eligibility: One teleworking day per week after successful probation period.
  • Not a safety sensitive position.

7. Knowledge, Skills, and Abilities

7.1 Knowledge of

  • Transit ITS systems, including CAD/AVL, Vontas OnRoute, Trapeze FX, and related applications.
  • GTFS feeds, GIS platforms, and real-time data pipelines.
  • Project management skills with the ability to organize and coordinate multiple projects and tasks and establish priorities.
  • Basic principles of transit planning and analysis.
  • Windows Server and desktop OS, MS SQL, and network fundamentals (TCP/IP).

  • Written and oral communication skills.
  • Configuring, troubleshooting, and maintaining software and hardware systems.
  • Data interpretation, trend analysis, and KPI reporting.
  • Participating in multi‑stakeholder technology projects.
  • Drafting scopes of work, technical documentation, and system configurations.
  • Communicating effectively with vendors, staff, and leadership teams.

7.3 Ability to

  • Manage multiple projects and competing priorities.
  • Analyze operational, technical, and system-level issues and develop solutions.
  • Collaborate with internal divisions and external technology partners.
  • Present technical topics clearly in written reports and public meetings.
  • Maintain high accuracy and attention to detail in system documentation.

8. Working Conditions

8.1 Environmental Conditions

  • Office environment with extended computer use.
  • Field environment, transit facilities, and Onstreet ITS equipment.
  • Exposure to weather, noise, and moving vehicles.
  • Exposure to dust, fumes, moving equipment/vehicles
  • Work around electrical equipment when interacting with bus technologies.

8.2 Physical Conditions and Demands

  • Prolonged sitting or standing.
  • Walking on uneven surfaces at transit stops or facilities.
  • Occasional bending, climbing, or kneeling to access equipment.
  • Lifting/carrying up to 25 lbs.
  • Repetitive motion and keyboarding.
  • Driving agency vehicle for field inspections (if needed).

9. Benefits

Retirement

  • CalPERS retirement plan, with employee contribution rate dependent on qualifying prior public employment.
  • The Authority does not participate in Social Security.

Annual Leave

  • 176 hours of general leave per year for years 1 through 5 of employment.
  • 216 hours of general leave per year beginning in year 6 of employment.
  • 12 paid holidays per year.

Insurance

  • With the exception of health care, for which the employee may be responsible for a partial contribution, the Authority pays both the employer and employee share of insurance premiums.
  • Employee and dependent medical coverage through CalPERS.
  • Employee and dependent dental and vision coverage.

  • Life insurance equal to 1.5 times the employee’s annual salary.
